19th of October last, on that date I relieved Mr. Twinn provisionally of his duty owing to the appointment of Mr. Deane to be Acting Superintendent in his place.
Since then Mr. Twinn has had leave of absence to make a voyage for the benefit of his health, but nevertheless, though strongly recommended thereby, it is too evident that he has arrived at that period when it would be dangerous for him to remain here, and when certainly for physical reasons he could not efficiently discharge the very onerous duties of his Office.
The Head of a well-regulated Police force in Europe gets through almost all the essential part of his duty in his Office, and may from thence issue directions with a satisfactory feeling that they will be carried out.
